Dear residents of the municipality of Nebelschütz,
I would like to comment as follows on the article in the Sächsische Zeitung of 02.06.2022 on the election of the only mayoral candidate André Bulang in the municipality of Nebelschütz.
The election programme of André Bulang includes above all "truth and honesty" of the mayoral candidate for the municipality of Nebelschütz. I, Thomas Zschornak, as the incumbent mayor, would like to comment on this as follows:
The municipality of Nebelschütz has around 1,200 inhabitants living in its 5 districts.
1) I would like to point out that André Bulang's statement about the above-average debt is correct:
According to VwV KomHWi in Saxony, the per capita guideline value is 850 euros. In the municipality of Nebelschütz this is 646.50 euros per capita as of 31.12.2022, i.e. significantly below the Saxon guideline value. The last loan was taken out in 2014 in the amount of 250,000 euros for the new day care centre.
The account balance as of 31.12.2021 was plus 271,618.18 euros with outstanding receivables of plus 130T euros. Reserves from the eco-account amounted to plus 40T Euro. This means that the municipality has a solid financial basis for the coming years.
At the same time, about 45 hectares of land were purchased in the 32 years for building land, fields, meadows and forests for public services and self-sufficiency.
The municipality has 3 industrial estates and thus above-average business tax revenues in the Free State and a good demographic development.
2) Regarding André Bulang's statement that he was elected as a councillor 20 years ago, I would like to point out that he was elected as a councillor about 20 years ago, but gave up his office prematurely, although he led the working group for the village development of Miltitz and was responsible for the implementation of the projects.
3) With regard to André Bulang's statement about dissatisfaction in the individual districts, I would like to point out that each district of the municipality has a village development concept and that it is also up to the residents, in cooperation with the municipality, to implement the projects for the benefit of all. We have succeeded quite well in this. For example, the district of Dürrwicknitz, with only 55 inhabitants, has a central drinking water supply, gas supply, fast internet, the village street with village lighting and a renovated fire pond. Last year, a children's playground, football field and volleyball court were planned and built together with the residents.
In Miltitz, with its 220 inhabitants, there are two playgrounds, a volleyball and football field, a youth club and a house for the village community. A building was bought for the local fire brigade in 2021. In the neighbourhood, the municipality bought and developed the abandoned quarry into the social-cultural centre "Am Krabatstein", where the annual international sculpture workshop takes place. A permaculture centre is being developed at the Miltitzer Frosch and compensatory measures against soil erosion are being created. Numerous orchards have been planted. At the same time, the path connection to Wendischbaselitz and Nebelschütz was extended two years ago. Due to the good quality of life in the community, there is a waiting list for people looking for housing and for building plots.
For the implementation of the projects we have received many national prizes and the European Village Renewal Award as a municipality.
4) Regarding André Bulang's statement about the accusations on the internet: I was surprised to find that there has been a great deal of uncertainty among the population in recent months. This arose via distributed leaflets, submitted complaints of official supervision and via an anonymous internet site registered abroad. In these leaflets lies and misinformation were spread against the good development of the municipality of Nebelschütz. André Bulang has not distanced himself from this website. On the contrary, he finds this site interesting and informative.
According to statements made on 05.06.2022 on MDR's Sorbian Radio and on 25.05.2022 in the Sächsische Zeitung, André Bulang would like to use these pages as a source of information for further clarification. It is known that all accusations have been refuted by the Ministry of the Interior and the Bautzen District Office. The publishers of the criminal pages are being investigated by the Saxon data protection commissioner and the police.
